Chance of getting planning permission?

hey guys, if i bought a 5 acre pasture field in cornwall with water and possibly electricity supplied to it, what would the chance be of me getting planning permission to build a large 3000 square foot property on it be like? would i even need planning permission? many thanks guys! :)
