In Law & Order: Criminal Intent, the guy in the episode "All In" the same guy in "Cruise to Nowwhere"?

One character's name is Josh Snow and the other is Joey Frost. They are played by different actors. The similarity is that they are both gamblers. Josh Snow has a history with the Goren and Eams stating the they arrested the guy who killed his father and displays a relationship with Goren. Joey Frost's father was killed killed buy his uncle who made him emotionally a child so where Goren came back to pick pick up the pieces attempted to to restore him to his emotional health. Even the characters names are similar. Either the character changed his name or the creators wanted to use the character again and forgot his name the first time and gave him a new one.
