Is she in heat or not?

i took m dog sto another dog so she coud get pregnant and nothing happened i brought her home and the next morning she let my other dog mount her but he is neutered so what happend? she has at the other dog's house for a week and nothing nothing hppened and as soon as i bring her back she lets a dog mount her she is 2 years old a cocker spaniel
